Dubai’s top ranking in the IMD Smart City Index shows its regional leadership in digital innovation, citizen satisfaction, and long-term commitment to building a smart, efficient, and livable urban environment.
Dubai has earned the top spot in the GCC, the Arab world, and Asia in the IMD Smart City Index, a global benchmark that measures how cities use digital technology to improve residents’ quality of life. The ranking reflects strong public satisfaction and consistent government focus on efficiency, infrastructure, and innovation.
Strong Public Satisfaction with City Services
Dubai’s scores show over 85% satisfaction in areas such as internet speed, access to online ID processing, and cultural activities. Residents also reported high satisfaction with:
- Healthcare quality (82.8% satisfaction with medical facilities and services)
- Access to green spaces (83.4% approval for accessible green spaces throughout the urban landscape)
- Recycling services (84.3% positive rating for comprehensive recycling programs)
- Cultural engagement (84.5% satisfaction with diverse artistic and cultural engagement opportunities)
Progress Across Key Technology Pillars
The city improved in 16 out of 20 indicators, including governance, mobility, health, and opportunities. Dubai’s continued investment in digital public services and infrastructure supports the broader goals of the Dubai Digital Strategy, which aims to fully digitize life and services across the Emirate.
