UAE Implements Streamlined VAT Reclaim Process for Exporters

The United Arab Emirates (UAE) will implement important changes to its Value Added Tax (VAT) reclaim process for exporters, effective 15.11.2024.

These modifications aim to simplify procedures and reduce administrative burdens for businesses engaged in international trade.

Current Challenges in VAT Reclamation

Under the existing system, exporters face considerable documentation requirements. The Federal Tax Authority (FTA) mandates exit certificates for free zone shipments, and customs declarations alone are deemed insufficient. This process has created operational challenges for businesses striving to maintain efficiency in their export activities.

Key Changes in VAT Reclaim Procedures

The upcoming regulations introduce a more streamlined approach to VAT reclamation. Exporters will no longer be required to provide exit certificates for goods shipped from free zones. Instead, the FTA will accept three types of evidence to substantiate exports:

  1. Official Evidence: This includes export certificates issued by customs authorities or official clearance documents.
  2. Commercial Evidence: Acceptable forms include air waybills, sea waybills, or land transport manifests provided by transportation companies.
  3. Shipping Certificates: These serve as an alternative when standard commercial evidence is unavailable.

Financial Implications for Exporters

These regulatory changes are expected to have positive financial implications for UAE-based exporters. By simplifying the VAT reclaim process, businesses can potentially reduce administrative costs and improve cash flow management. This is particularly significant in the current economic climate, where global shipping costs have increased due to factors such as the Red Sea crisis.

The timing of these regulatory changes is particularly relevant given the recent challenges in global shipping. Since November of the previous year, exporters have faced increased costs on key shipping routes. The new VAT reclaim process may help offset some of these additional expenses, supporting the competitiveness of UAE exporters in the global market.
