CEPA Agreements Expand Global Trade for UAE-Based Businesses

Since its inception in September 2021, the UAE’s Comprehensive Economic Partnership Agreement (CEPA) program has established 26 economic agreements with countries and international blocs. This extensive network of partnerships, completed by the first quarter of 2025, has substantially enhanced the UAE’s position in regional and global trade networks.

Recent Expansion of Economic Partnerships

In 2025, the UAE has further expanded its global economic connections by signing five new CEPAs with Malaysia, New Zealand, Kenya, Ukraine, and the Central African Republic. These carefully selected partnerships create valuable opportunities for UAE-based businesses across diverse and dynamic economies, allowing for enhanced market access and trade facilitation.

Measurable Impact on Trade Performance

The effectiveness of the CEPA program is evident in the concrete trade figures from four key agreements already in effect:

Early CEPA agreements have already yielded impressive trade growth ranging from 11 to 75 percent across various partner countries, significantly outpacing typical timelines for such agreements. These rapid results demonstrate the program’s effectiveness in creating immediate economic benefits, especially considering similar trade agreements typically require five years or more to generate substantial effects.

Benefiting Diverse Economic Sectors

The positive effects of these agreements extend across multiple industries within the UAE economy. Particularly notable benefits have been observed in logistics, clean and renewable energy, advanced technology applications, financial services, and green industries. Other sectors experiencing growth include advanced materials, agriculture, and sustainable food systems.

For UAE-based companies, the CEPA program delivers tangible advantages that directly improve competitiveness and market access. Businesses operating in the Emirates now enjoy reduced or eliminated tariffs when exporting to partner countries, significantly lowering costs and making UAE products more competitive in these markets.

The agreements also simplify customs procedures, reduce administrative burdens, and eliminate non-tariff barriers that previously hindered cross-border trade.
