New Law Regulating Engineering Consultancy Practices in Dubai

A new law has been issued regulating the professional practice of engineering consultancy offices in Dubai. The regulation aims to modernise the engineering consultancy sector, align it with international standards, and introduce a clear framework for classifying offices based on their technical, financial, and managerial competence. It also seeks to enhance service quality, encourage investment, and position Dubai as a leading centre for engineering consultancy.

Licensing and Authorisation

The law prohibits any company or individual from conducting engineering consultancy activities in Dubai without proper authorisation. This applies to all fields of engineering, including architectural, civil, electrical, mechanical, and other specialisations. Only offices holding a valid trade licence and registration with Dubai Municipality are allowed to operate. Each registration must specify the office’s licensed scope, classification, and approved technical staff. Offices are not permitted to exceed their licensed activities, employ unregistered engineers, or contract unlicensed firms for consultancy work.

Registration and Digital System

Dubai Municipality, in coordination with other authorities, will establish a unified electronic system linked to the Invest in Dubai platform. This system will manage applications for registering and classifying engineering consultancy offices, issuing competency certificates, and maintaining a central registry of licensed firms and technical staff. The system is designed to simplify registration, promote transparency, and ensure consistent oversight across the sector.

Compliance and Penalties

The law outlines the conditions and procedures for registration, renewal, and classification of consultancy offices. Violations may result in fines of up to AED 100,000, with higher penalties for repeated offences. Disciplinary actions can include suspension, licence cancellation, or removal from the registry. Affected parties may appeal within 30 days of notification, with decisions issued within the same timeframe. Existing offices and staff must regularise their status within one year of the law taking effect.

Implementation and Next Steps

The new law replaces earlier regulations governing the engineering consultancy profession in Dubai. Previous rules will remain valid only where they do not conflict with the new framework until updated decisions are issued. The law will come into effect six months after its publication in the Official Gazette.
